Methodology
Evidence first, with stated limits.
Haven is explicit about how much weight any signal can carry, how fresh it is, and where human judgment is required.
01
Evidence hierarchy
Authoritative regulatory records outrank supplier-attested or advisory input.
02
Data freshness
Each record carries its source run status so staleness is visible.
03
Confidence levels
High, moderate, or unknown — assigned to every regulatory match.
04
Supplier economics limits
Landed cost and savings are indicative, never a guaranteed quote.
05
Human review gates
Nothing advances to a decision without a reviewer acting on it.
06
Status definitions
What eligible, needs-review, and ineligible mean is written down.

Can anyone buy products through Haven?
Access is reviewed for qualified institutions, and procurement activity moves through authenticated portal workflows.
